Bach first raised the possibility of awarding the 2024 and 2028 games at once, saying in December that tapping one city at a time "produces too many losers". In that session, the candidate cities (at this point, just Los Angeles and Paris) will make presentations, the International Olympic Committee will vote on the host site, and then announce the host city in a press conference.

"I'm sitting up here with two mayors of two cities which will host, after Tokyo [in 2020], the next two Olympics".

Winning the bid to host an Olympics had become a booby prize, because nearly every city that won the right to host an Olympic Summer Games over the last 40 years has suffered crippling multi-billion-dollar financial losses.

Should there be no three-way agreement, the vote at the Lima session would be a straightforward selection of only the 2024 host city.

The intention is that with only two cities having bid for 2024, then either Paris or Los Angeles will be awarded the earlier Games, with the other one getting 2028.
