A second flight by the same jet is planned for between 5 p.m. and 6 p.m. Wednesday, when the Russian jet will overfly Bedminster, New Jersey, where President Donald Trump is vacationing, according to two people familiar with the United States government-approved flight.

The flight, which took off from Moscow early Wednesday, appeared to comply with the 1992 Treaty on Open Skies that allows each country to conduct surveillance flights over the other's territory, Politico said. The U.S. flies OC-135B aircraft when it conducts such missions over Russian Federation and other countries. "Open Skies enhances confidence building and transparency by allowing the 34 countries that are parties to the treaty to conduct unarmed observation flights and verify compliance with arms control agreements".

A US official told ABC News that Russians often fly Open Skies missions over key locations. Trump is now on vacation at the course for 17 days and had been there for 11 days before this trip began on Monday, according to TrumpGolfCount.com.

But Marine Lt. Gen. Vincent Stewart, director of the Defense Intelligence Agency, has argued that Russian Federation may be taking advantage of the treaty.
