U.S. Transportation Secretary Elaine Chao was expected to reveal the revised guidelines next Tuesday at a self-driving vehicle testing center in Ann Arbor, Michigan, four individuals informed on the matter stated. That cap would rise to 100,000 per company per year in three years' time.
The House passed legislation on September 6 that gives the Department of Transportation (DOT) the ability to set performance standards for autonomous vehicles under 10,000 lbs. "Self-driving technology for trucks and other large vehicles has emerged as a pivotal issue in Congress' attempt to help usher in a new era of transportation", said Senator Thune.
"While more work is needed, the bill that passed the House today represents good progress toward a law that will facilitate realization of the safety, mobility, and environmental benefits of self-driving vehicles", General Motors said in a statement. It also instructs NHTSA to develop new standards for self-driving cars.
Basically, the proposed bill would make it possible for companies including Ford, Waymo, GM's Cruise and others to bypass some safety standards that now apply to human piloted cars, including requirements like that they have steering wheels and gas pedals on board.
As self-driving technologies, and other autonomous features, have come to the forefront of the automotive industry, hacking has become a huge concern. "I am especially proud that my bill, the ACCESS Act, has been included in this important legislative package".
Current federal rules bar self-driving cars without human controls on USA roads and automakers think proposed state rules in California are too restrictive.
Naturally, companies like Google, GM, Ford, and Tesla are praising this new bill. This bill also includes regulations on cyber security to prevent things like vehicle hacking from occurring.
Safety advocates have raised red flags.
The bills, passed unanimously by a House panel in July, would permit automakers to acquire exemptions to deploy as much as 25,000 vehicles without meeting present auto safety standards in the first year.
Volkswagen AG and many other automakers have been lobbying Congress to act, often bringing test vehicles to Capitol Hill to give lawmakers a chance to test out a driverless auto.
