'Ball Entirely in UK Court' to Make Progress in Brexit Talks

Prime Minister Theresa May said Monday there is a positive "new dynamic" in Brexit talks, with Britain and the European Union nearing agreement on the rights of 4 million citizens whose lives will be affected by the split.

"But what we are also clear on is that we can bring forward discussions and agreements on issues like a dispute resolution mechanism and if we can bring forward [that] at an earlier stage, then we would wish to do so".

British Prime Minister Theresa May, recovering from a dismal performance at her Conservative Party's annual conference and a rare public threat to her leadership, says she's not backing down in the fact of political adversity.

May, however, struck a confident tone during her speech on Monday, telling MPs: "I believe we can prove the doomsayers wrong".

Brexit is the term used for the UK's exit from the EU.

But she will tell European leaders: "Achieving that partnership will require leadership and flexibility, not just from us but from our friends, the 27 nations of the EU. We will not have negotiated that deal until, I suspect, close to the end of that period that's been set aside for it", she said. "I am not someone who gives up".

But she faced confusion and even anger from some MPs who asked her what the transition period - which she has said will be "around two years" - would look like. She will announce this during her speech in the House of Commons of the British Parliament.

The EU has repeatedly insisted that both sides must first make "sufficient progress" on citizens' rights, the Irish border, and Britain's financial obligations before talks on future trade arrangements can be discussed.

Despite the enthusiasm of the Danish minister to see negotiations speeded along as they entered their fifth round Monday, European leaders apparently still had no appetite for progress - notwithstanding May's promise of a long transition period and a Brexit "divorce bill" payment, which went down badly with many in the UK.

But some pro-Brexit campaigners are calling on the prime minister to get ready to step away from the talks - underlining the deep divisions in the Conservative Party.

Still, the Sunday Times, citing Tories it didn't identify, said half her cabinet want her to stand down in the next two years.

European Commission President Jean-Claude Juncker has shown his scepticism for whether enough progress will be made before the EU summit later this month (October 19).

Brexit negotiations officially started in June and are due to be completed by late March 2019.

He will meet with the EU's chief negotiator Michel Barnier and press the case for trade talks to begin.

The future of opposition Labour leader Jeremy Corbyn looked shaky on Sunday after two members of his top team quit and others seemed set to follow over his handling of Britain's European Union referendum.

The markets have already been volatile considering the uncertainty surrounding the EU's ongoing relationship with the United Kingdom, and what impact this could have on the British economy.

But the foreign secretary - who has been on thin ice since his "dead bodies" comment - has put a statement describing her speech as "great", echoing her view that the chances of new rules coming in were "very small".
