The Vedomosti business daily said Russian channels would be unable to turn a profit on low viewership, reporting that licenses for the 2018 Winter Games and the 2020 Winter Olympics in Japan cumulatively cost $40 million.

The IOC executive board will meet December 5-6 in Lausanne, Switzerland, where on the first day it will hear reports from two separate commissions it tasked in July 2016 with probing alleged state-sanctioned doping and manipulation of PED testing in Russian sports, particularly at the 2014 Winter Olympics in Sochi.

Russia's deputy prime minister Vitaly Mutko said that it would be unacceptable and humiliating for Russian Federation to take part in the Winter Olympics in South Korea without the national flag and anthem, RIA news agency reported on Friday. That option apparently is on the table again, though Russian sports leaders have said they would boycott the Winter Games if their athletes aren't allowed to compete under the Russian flag.

The International Olympic Committee will decide on Russia's participation in the PyeongChang Olympics at meetings early next month, taking into account WADA's decision Thursday and Russia's continued denials that it ran a state-sponsored doping program.

"We do not agree with this decision, we believe it to be unfair".

Russian Sports Minister Pavel Kolobkov also said "there is such an impression that the decision had been taken beforehand". However, the International Olympic Committee this month stripped two Russian athletes of one gold and four silver medals won in Sochi after ruling that they'd violated anti-doping rules, and said that cases against other competitors would be heard over the next few weeks.
