Turkey, Russia and Iran to hold summit on Syria next week

The UN Security Council on Thursday rejected a draft resolution submitted by Bolivia over the renewal of the mandate of an investigation of chemical weapons use in Syria. Along with Russia, Bolivia voted against the USA draft while China and Egypt abstained.

The competing USA draft resolution, which won 11 votes in favor, was vetoed by Russian Federation.

Washington and its allies have blamed President Bashar Assad's government for the Khan Sheikhoun attack, but Syria has denied using chemical weapons, with strong backing from Russian Federation.

It remained unclear whether Russian Federation would veto the US-drafted measure, which would be the 10th time that Moscow has used its veto power at the council to block action targeting its Syrian ally.

The vote is scheduled for 2000 GMT, just hours before the mandate of the so-called JIM expires at midnight.

In its draft, Russian Federation insisted that the panel's findings on Khan Sheikhun be put aside to allow for another "full-scale and high-quality investigation" by the JIM, which would be extended for a year.

With two days left before Thursday's expiration of the mandate for the Joint Investigative Mechanism, known as the JIM, Russian Ambassador Vassily Nebenzia told The Associated Press that "we are engaging with them".

In April, more than 80 people were killed in a sarin attack on the rebel-held Syrian town of Khan Sheikhoun - an attack that prompted the United States to launch 59 Tomahawk cruise missiles at a Syrian airbase.

US President Donald Trump had urged all Security Council members to renew the mandate to ensure that Assad's regime "does not commit mass murder with chemical weapons ever again".

While Russia agreed to the 2015 creation of the JIM, it has consistently questioned its findings, which also concluded that the Syrian government used chlorine as a weapon several times.

He also said that the inquiry fails "basic standards" of an investigation and ignores any information that would cast doubt on Damascus's involvement in the April incident.

French Ambassador Francois Delattre said the Russian veto was a blow to global efforts to curb the use of chemical weapons.

The summit at Putin's official residence in Sochi will involve the three "guarantors of the process of political settlement and stability and security that we see now in Syria", Peskov said.
