The Governing Council meeting was attended by the members of the Supreme Court-appointed Committee of Administrators (CoA). "The player pool available for CSK and RR for retention/RTM will be the players' who played for them respectively in IPL 2015 and who were part of RPS and Gujarat Lions squads in IPL 2017", he added.

It also meant CSK's talismanic captain M.S. Dhoni would return to the side after his two-year stint with Rising Pune Super Giant.

However, Rising Pune Supergiants and Gujarat Lions will not feature in the 11th edition of the tournament.

Meanwhile, the salary cap for teams for the 2018 edition is Rs. 80 crore.

The IPL governing council has allowed franchises to retain a maximum of five of their players at the auction next year. "We focused on continuity", he said, adding that a two-year hiatus won't make things hard for them as they would be getting "the core of the team back".

The IPL Governing Council had allowed a maximum of either three retentions or three Right To Match (RTM) at the discretion of the franchises. "In a way, we have found a middle path (with the possibility of buying back five players through retentions and RTMs)", IPL chairman Rajeev Shukla said after the meeting. The BCCI has eliminated the "soft cap" concept wherein teams were previously permitted to have private deal with players on their fee.

He informed that the auction would be held in the last week of January or early February. A franchise can secure a maximum of two uncapped Indian players. CSK and Rajasthan Royals were suspended owing to the 2013 spot-fixing scandal, which shook the league to its core and allegedly involved not just players but also some top officials of the two franchises.

The Indian Premier League (IPL) is going to be an even bigger juggernaut next year, with the eight teams likely spending anywhere between Rs 480 crore and Rs 640 crore on players alone. This is a departure from existing price tags, which saw the first retained player receive INR 12.5 crores with subsequent retainees costing the franchise 9.5, 7.5, 5.5 and 4 crores respectively. At least 75 percent of the salary cap will have to be spent during each season.
