North Korea claimed it carried out successful a missile test last week, two months after its most recent launch attempt. However, North Korea's leader Kim Jong-un called the launch "impeccable" and a "breakthrough".

Russia's Foreign Minister Sergei Lavrov said sanctions were exhausted.

President Donald Trump tweeted that he spoke with Chinese President Xi Jinping about Pyongyang's "provocative actions", and he vowed that "additional major sanctions would be imposed on North Korea today".

Reports have speculated the nuclear test site will have to close because of the tremors, but 38 North said "complete abandonment of the test site as a whole remains unlikely". We do think they could do more with the oil.

Ms Haley, speaking at an emergency meeting of the United Nations Security Council, also said that if war comes as a result of further acts of "aggression", such as Tuesday's launch, "make no mistake the North Korean regime will be utterly destroyed".

A White House statement about the phone conversation between the USA and Chinese leaders said Mr Trump made clear "the determination of the United States to defend ourselves and our allies".

As Paul Bracken, a professor of political science at Yale, told Business Insider, Trump has "been reasonably effective" in isolating North Korea and rallying support for sanctions internationally.

Trump, who has previously said the United States would "totally destroy" North Korea if necessary to protect itself and its allies from the nuclear threat, has also struggled to contain Pyongyang since taking office in January. But China has refused to turn off its pipeline shipping crude to the North Beijing fears that taking tougher actions could cause the regime to collapse, triggering a refugee crisis across its border with the North and eliminating a strategic buffer separating China from the United States military in South Korea.

The US's ambassador to the UN, Nikki Haley, on Wednesday said that the US was not seeking war with North Korea but that the latest launch "brings us closer to war".

Experts say the height reached by the inter-continental ballistic missile (ICBM) indicates Washington could be within range, although North Korea is yet to prove it has reached its aim of miniaturising a nuclear warhead.
