Russians can compete at Olympics, but without flag — IOC

  • RUSADA remains non-compliant with the World Anti Doping Agency

Russian athletes have already competed under the neutral flag in the United team at the 1992 winter Olympics in Albertville and the summer games in Barcelona. He goes on to say that Rodchennkov provided "credible and irrefutable evidence" of the system was supervised and financed by then-Minister of Sports Vitaly Mutko and other "high-level government officials". They would have to pass drug tests to prove they were clean and also did not benefit from the Sochi scheme.

"They will compete with a uniform bearing this name (OAR) and under the Olympic Flag", the IOC said in its ruling.

The Pyeongchang games run through February 25.

The Kremlin did not immediately comment on the decision, but on Monday spokesman Dmitry Peskov said it was not considering a boycott, though President Vladimir Putin would make the final decision. "This should draw a line under this damaging episode and serve as a catalyst for a more effective anti-doping system led by WADA".

"It sounds like a really good compromise to me", said Stuart Benson, who raced on the British four-man bobsled team that placed fifth in Sochi, but which now hopes for the bronze medal after two Russian sleds were disqualified. Mutko is at present the head of the organising committee for the 2018 World Cup and on Friday rejected suggestions that there had been systematic doping.

International Olympic Committee president Thomas Bach, who won two gold medals in fencing for West Germany during the 1970s, was disturbed with what was uncovered.

The sanctions could be challenged at the Court of Arbitration for Sport.

In December of 2016, an extensive report found that roughly 1,000 Russian athletes were part of an "institutional conspiracy" involving doping.

The invitation list will be determined, at its absolute discretion, by a panel chaired by Valerie Fourneyron, Chair of the ITA.

The Russian doping scandal began in Sochi.

Russia will be barred from the 2018 Olympics, no Russian officials will be allowed at the games, the Russian flag will not be present, and Russia will not be awarded any medals.

The executive board reached its decision Tuesday after a scheduled 4 1/2-hour debate when it heard from a Russian delegation that included world figure skating champion Evgenia Medvedeva.

To suspend ROC President Alexander Zhukov as an IOC Member, given that his membership is linked to his position as ROC President.

The IOC Executive Board today studied and discussed the findings of the Commission led by the former President of Switzerland, Samuel Schmid, addressing the systematic manipulation of the anti-doping system in Russian Federation.

Twenty-eight Russians competing in Sochi are implicated in cheating by McLaren.

Russian Federation have been stripped of 11 of their 33 Sochi medals for cheating, meaning they have lost their position at the top of the medals table to Norway. One Russian was cleared. Even before the International Olympic Committee reallocates the stripped medals, the United States has the most total medals and Norway has the most golds.

For the greater good of sportsmen and women worldwide, there needs to be a blanket ban on Russian athletes in global sport.

"I very much regret that the International Olympic Committee made such a odd decision", Mikhail Fedotov, chairman of the Presidential Council on Human Rights, told Interfax on Tuesday.
