In his speech Thursday, Tillerson touted USA sanctions on Venezuelan officials and delivered a pledge to crackdown on corruption and authoritarian governments in Latin America.

"For our hemisphere to grow and thrive, we must prioritize and promote democratic values, we must root out corruption in all of it's forms, in effect corrupt governance damages countries, the economy suffers, people lose faith in institutions", said Tillerson.

"I'm a Texan, former energy executive, and I'm also a rancher".

Before kicking off his tour of Latin American countries, U.S. Secretary of State Rex Tillerson gave a speech Thursday in Austin saying the Trump administration's policy for the Western Hemisphere is built on promoting democratic values, strengthening economies and countering "predatory actors" that include Russian Federation and China.

The trip will be an effort to reassure nations that the US remains interested in a region that under President Donald Trump is mentioned mostly as a source of illegal immigrants and crime.

"But it should come as no surprise that an agreement put into place 30 years ago, before the advent of the digital age and the digital economy, before China's rise as the world's second largest economy, that NAFTA would need to be modernized".

"And importantly, we share democratic values, values that are the core of what we believe, regardless of the color of our passport".

"In the history of Venezuela and in fact the history in other Latin American and South American countries, often times, it is the military that handles that", Tillerson said.

He called on Latin America to do the same. The continent's major powers reject the regime, but are cautious about piling on more economic misery with Venezuela on the brink of chaos.

He will also visit Peru, Argentina, Colombia, and Jamaica on the tour.
