The cervical screening test is sensitive and the nature of screening is not diagnostic, so tests can not always confirm the presence or absence of pre-cancerous changes.

Ms Phelan, who waited three years to learn CervicalCheck had an internal report on her misdiagnosis, said: "The fact the head of the national screening programme could not say this morning that these women had been communicated with to me is absolutely disgraceful".

Not only were they looking for proof of any personal injury or hurt - but they were also calling on her to prove that this was materially and specifically related to the delay in providing her with her false negative smear test result.

In a statement, Dr Flannelly apologised, and said: 'I am sorry that recent events caused distress and worry to women. They will investigate if all 206 women were told by hospital doctors that they should have been called back for their cancer screening test to be checked.

"I have made a decision to step aside to allow the programme to continue it's important work", she said.

Over 200 women diagnosed with cervical cancer should have received earlier intervention than they did, figures released by the HSE suggest.

Minister Harris announced on Friday that he had sent in a senior squad to review CervicalCheck and to undertake an investigation.

HSE clinical teams began to review files in cancer units nationwide yesterday.

Vicky Phelan, with her husband Jim, was awarded €2.5m from the High Court after she sued the HSE and a lab in the United States for failing to tell her the correct diagnosis of a smear test in 2011.

The Irish minister of health has said he "truthfully doesn't know" how many women have died from cervical cancer after incorrect smear test results. In advance of the peer review being completed it is considered essential that the remainder of the leadership team of the programme remain in situ.

She was diagnosed with cervical cancer around the same time but she only found out about that review past year.

Minister for Health Simon Harris on Saturday told CervicalCheck to facilitate further smear tests for women whose Global Positioning System feel it is necessary.

A bit of the settlement will be paid into court and be held for the couple's two kids who are presently matured seven and 12.
