Russian Federation has arrayed S-300 and S-400 systems around its main bases in Syria near northeastern Latakia and has claimed that the U.S., France and Britain deliberately avoided the area for fear of interceptions during the April 13 missile strikes.

While the air defense systems were not named, it is widely believed to be the S-300 system.

Defense analysts have questioned whether an S-300 system in Syrian hands could threaten Israel's air power in the region and prevent it from being able to conduct strikes against targets in Syria.

Inspectors with the Organization for the Prohibition of Chemical Weapons (OPCW) are investigating a second site in Syria's Douma to determine whether chemical weapons were used.

Putin did not name any specific country in his message, but it came only a few days after the United States, Britain and France conducted a joint air strike against Syrian government forces, without getting authorization from the UN Security Council. The three governments launched airstrikes into Syria, hitting alleged chemical weapons facilities.

Tensions between Israel and Iran have been on the rise following an alleged Israeli attack on the T-4 air base in Syria earlier in April.

"Russian specialists will continue training Syrian military personnel, as well as assist in the development of new air defense systems, the deliveries of which will be carried out in the near future", Rudskoy told the news agency.

An administration official confirms to CNN that the flights took place and the US and Israel are both concerned the cargo could potentially include weapons that could eventually be used to threaten Israel.

Israel has not taken sides in the Syrian civil war, but its air force has carried out dozens of air strikes during the fighting, a lot of them believed to have been aimed at suspected arms shipments to Hizballah militias allied with Iran.

Both Syria and Russian Federation have denied using chemical weapons and have blamed the rebels on using it on themselves to whip up worldwide condemnation or said no attack took place.

Shein said that he "can't imagine" a scenario in which Russian Federation and Israel would come to direct blows in Syria. Israel responded by carrying out airstrikes in Syria, drawing anti-aircraft fire that shot down an Israeli warplane. According to the expert, the statement from Russia's Defence Ministry about the supplies of S-300 systems to Syria forces aggressive states, like Israel, to bethink themselves and negotiate. In the interview, Lieberman said that Russian Federation already has air-defense systems in Syria.

Syria's government and its main backer Russian Federation have denied responsibility for the April 7 attack.

"I think Russians have no reason to seek friction with us, and we are not looking for friction with them", he said.

"A few years ago at the request of our partners, we decided not to supply S-300s to Syria", he said.

"One thing should be clear".

"If someone would shoot at our planes, we will destroy it", said Lieberman.
