The leaders of Turkey and Russian Federation marked the official start of work to build Turkey's first nuclear power station on Tuesday, launching construction of the $20 billion Akkuyu plant in the southern province of Mersin.

Iran and Russian Federation, which support the Syrian government in the crisis, and Turkey, which backs the moderate opposition, have been in close cooperation through a series of talks aimed at finding a solution to the Syrian conflict since past year.

The Akkuyu Nuclear Power Plant is slated to begin working in 2023.

The two presidents will hold a video teleconference with the power plant for the opening ceremony.

Putin asserted that Russian partners would encourage Turkey's small- and medium-scale companies to participate in this project.

The plant will consist of four reactors with a capacity of 4,800 megawatts (MW) of installed power with each reactor having a 1,200-MW capacity.

The two-day trip to Turkey is Putin's first visit to a foreign country since he was reelected last month, and will also include talks with Iran's Hassan Rouhani on Syria.

Putin and Erdogan will also launch the construction of Turkey's first nuclear power plant. The three countries are sponsoring a series of efforts in a bid to end the seven-year war.

In a move that has troubled Turkey's North Atlantic Treaty Organisation allies, Ankara has also agreed to buy S-400 air defence missile systems from Russian Federation.

And on December 2017, Russian news agency TASS quoted Sergei Chemezov, head of Russian state conglomerate Rostec, as saying that the finance ministries of Turkey and Russia had completed the negotiations and the first of the deliveries was scheduled for early 2020.

Despite being on different sides of the Syrian civil war, key regime backers Russian Federation and Iran have joined with rebel-supporting Turkey to boost peace and also influence when the conflict ends.

Half of the offshore section of the pipeline has already been installed.

Answering Western critics of the deal, Erdoğan indicated that Turkey was in no mood to listen to criticism from the West over the purchase of the S-400 systems, saying "this issue is now closed".
