Three children survived and in interviews with police described how they had interacted only with parents and adults of similar ideology.

The police headquarters in the city of Surabaya has been the target of the latest suicide bomb attack, injuring police officers and civilians.

These, what President Joko Widodo has termed the "acts of cowards", are the forces that are claiming to act on behalf of Muslims in Indonesia and the world over. The newspaper reported that 12 worshippers died in the church attacks.

The family had been in Syria, where Islamic State until recently controlled large areas of the country, said the national head of police, Tito Karnavian.

The second bombing was carried out by 42-year-old P.K. and her two daughters, F.S. (12) and F.R. (9).

The coordinated attacks in Surabaya with their mix of military-grade explosives, and women and children being used as cover for suicide bombings, suggest a rising level of tactical sophistication in Indonesia's terrorists.

All perpetrators in both the church bombings and police station attack had their national identification cards on them.

The study group, which is believed to have included other members besides the three families, met at the home of Dita Oepriarto, the father who led his wife and four children in an attack on three churches, East Java Police Chief Mahfud Arifin told reporters on Tuesday.

The East Java Police have found a connection between the church bombings and Sidoarjo bombing.

Television footage appeared to show a person on a motorcycle driving into the grounds of a church before a bomb was detonated.

He said raids in Surabaya and its neighbouring cities of Malang and Pasuruan resulted in 13 arrests.

"To them, the state of Indonesia does not exist - only the caliphate of (ISIS leader) Abu Bakr al-Baghdadi is legitimate", said Mr Ridlwan, adding JAD members are told to be always prepared to strike - training, casing targets, assembling bombs - when the opportunity arises. "It hasn't happened before in Indonesia or elsewhere that I know of where whole families were involved as suicide bombers".

CNN notes that leaders of Jamaah Ansharut Daulah were recently imprisoned, leading the nation's top-ranking police official to speculate that the bombings on Sunday and Monday were likely acts of vengeance. Indonesia's worst ever terror attack was in Bali in 2002, when 202 people - mostly foreigners - were killed in an attack on a tourist nightlife district.
